Tetsuya Nomura recently explained what he meant about the next game not being Kingdom Hearts III, in that it would be a sort of side story, and that he wants to use it to explain what Mickey did in the World of Darkness, and how he got his keyblade, and that he wants the system to be a little different from the rest of the Kingdom Hearts series. He also stated that it would be a portable game, but that they haven't decided if it will be for the PSP, DS, or mobile phones yet.
And, just to put it out there, a few months ago (give or take), Tetsuya Nomura gave an interview to Disney Adventure Magazine in which he said that he wanted to look into doing the next KH game for the PSP, after they finish up with Crisis Core -Final Fantasy VII-.
Personally, my guess is that it'll be the PSP. With Square-Enix planning on having four Final Fantasy games out for the PSP by the end of summer, they'll have pretty effectively buttered up the PSP market for more Square games. It's hard for me to fathom them not relasing more big titles for the PSP after CCFF7.
Of course, there is the fact that the DS is popular and easier to develop for, and of course, the fact that Square-Enix currently has more games in development for mobile phones than they do for just about everything else put together.
It would be nice on the PSP.
